			<content:encoded><![CDATA[<p>We&#8217;ve heard a lot in the past few weeks about Chicago and its place among <a href="http://www.changinggears.info/2012/03/21/chicagos-never-ending-struggle-to-be-seen-as-a-world-class-city/">global cities.</a> On Thursday, Mayor Rahm Emanuel set forth his proposal for a &#8220;new Chicago&#8221; that involves a wide variety of infrastructure improvements, private funding and <a href="http://www.chicagotribune.com/news/sns-rt-us-chicago-infrastructurebre82t00i-20120329,0,5862651.story">more debt.</a></p>

<p>All that is supposed to put the city back among the list of the world&#8217;s best cities. But there are suggestions that Chicago actually needn&#8217;t bother.</p>
<p>Urbanist Richard Florida looks at why some cities lose and others win in <a href="http://www.theatlanticcities.com/jobs-and-economy/2012/03/why-some-cities-lose-when-others-win/1611/">a sweeping piece </a>today on The Atlantic Cities. He notes that the world&#8217;s biggest cities have been dramatically reordered since 1950, when Chicago was the second biggest in the U.S. and eighth largest in the world.</p>
<p>Now, Chicago ranks third largest among American cities and 25th in the world. Florida suggests it probably doesn&#8217;t stand a chance to become more important, because it&#8217;s now part of the world&#8217;s tier of second and third-level cities. <span id="more-14007"></span></p>
<p>As Florida writes,</p>
<p><em>&#8220;Simulations by Robert Axtell of George Mason University <a href="http://ideas.repec.org/p/sce/scecf1/154.html">show that</a> the biggest, dominant cities can survive and thrive for a very long time. New York has been America&#8217;s largest city since its first census in 1790.  London has been the United Kingdom&#8217;s largest city for a very long time. Athens and Rome have remained influential long past their prime. </em></p>
<p><em>But the competition and <a href="http://www.nature.com/nature/journal/v444/n7119/abs/nature05302.html">&#8220;churning&#8221;</a> among smaller second- and third-tier cities is brutal. These cities rise and fall frequently. Early in the 20th century, rising industrial cities in the United States and Europe displaced once dominant mercantile centers. By the end of that century, many of those same industrial cities were being replaced by knowledge-based ones.&#8221;</em></p>
<div> And, if Chicago is in this kind of quandary, the outlook for our traditional industrial cities, like Detroit, Milwaukee and Cleveland, might be even more dire on a global scale.</div>

<div>That doesn&#8217;t mean they have no role to place in the national or international economy. They just won&#8217;t be in the top ranks.</div>

We’ve been <a href="http://midwestmigration.tumblr.com" target="_blank">mapping the migration</a> and documenting the experiences of these Midwestern exiles. We&#8217;ve heard from around 200 people. Now that the project is wrapping up, we wanted to know how these stories compare to regional trends.</p>

<p>Generations of people came to the Midwest in hopes of finding a better life. But economic opportunity has been harder to find since the recession began. People left the region in record numbers in search of jobs or a better housing market.</p>
<p>Changing Gears is launching a project to document the stories of these Midwestern exiles. We&#8217;ll be mapping where these people ended up. And, they will be sharing their own stories about why they left and if it&#8217;s better where they are now.</p>

<p><a href="http://www.changinggears.info/wp-content/uploads/2012/01/Andy-and-Becky-Borchers.jpg"></a>Why did Becky and I move we after living for a combined 80 years in Michigan? The single biggest reason was a lifestyle choice. Our children are grown and moved out of state. Becky&#8217;s parents both passed away, We felt free to start a new phase of our life.</p>
<p>Leaving dear friends in Michigan and having to pack up and sell our home  of 27 years was not easy to do.  Indeed, the move was very stressful  for both of us, and we are glad to have this behind us. After five  months in Nashville, however, we are thoroughly enjoying our new lives,  friends and church family.</p>
<p>Looking towards retirement, we wanted to move to a warmer climate and an area with a lower cost of living.  My new employer, a Christian university, gives me tremendous opportunity for professional growth as a business professor. It&#8217;s twice the size and in a stronger position than my previous employer. Nashville has much more to offer, especially in service industries such as health care.</p>
<p>The economy in Nashville appears to be stronger and more diverse than Southeast Michigan. The center of auto manufacturing has seemingly moved from Detroit to southern states centered around Nashville,</p>
<p>Moving to Nashville allowed us to return to a town we came to love while when we spent the first ten months of our marriage here as I completed a graduate degree. Although I very much miss my university colleagues in Michigan, I am establishing new relationships in teaching and research. Becky and I are very optimistic for our future in Nashville. Living in a different place brings some sadness and loss but also new opportunities and growth.</p>

<p><strong>1. Pontiac selling off properties.</strong> The financially troubled city of Pontiac, Michigan, is selling most of its assets. An emergency manager appointed in 2009 <a href="http://www.freep.com/article/20111221/NEWS06/112210400/In-Pontiac-just-about-everything-must-go-as-city-puts-assets-up-for-sale?odyssey=tab|topnews|text|FRONTPAGE">says the sales are necessary </a>to help close a $12 million budget deficit. A three-page list of property available includes five fire stations, two cemeteries, two landfills, 11 water-pumping stations, two community centers, the public library and a police station, according to the<em> Detroit Free Press</em>. The city’s budget has already been cut by $20 million since the emergency manager took over.</p>
<p><strong><img class="alignright size-thumbnail wp-image-4585" title="midwest memo 2.0" src="http://www.changinggears.info/wp-content/uploads/2011/04/midwest-memo-2.0-140x140.jpg" alt="" width="140" height="140" />2. Art scene in Columbus barren?</strong> The streets of Columbus aren’t devoid of eye-catching artwork, writes Robert Vitale of the <em>Columbus Dispatch</em>, but recent attempts to add art downtown have highlighted the fact the central Ohio city’s<a href="http://www.dispatch.com/content/stories/local/2011/12/21/city-dodged-being-artful.html"> public landscape is “relatively barren.</a>” Vitale notes that Columbus is the nation’s 15<sup>th</sup>-largest city, but the largest without a public-art program. In examining the state of public art in the city, he writes a 2007 economic development report called for better funding of public art, but Mayor Michael B. Coleman has made “no progress” over the past two years in making that a priority.</p>
<p><strong>3. Study: Residents still flee Midwest.</strong> Illinois and New Jersey sat atop a list of states with the largest outbound migration this year, according to an annual study of interstate moving trends authored by United Van Lines. Although specific numbers were not available, a synopsis of the study said <a>Americans continue to leave the Northeast and Midwest </a>and migrate toward the South and West. Based in St. Louis, the company has tracked interstate moves since 1977 and says its study has reflected migration trends accurately enough that financial firms and real estate companies use the data. Despite the trend for Illinois, U.S. Census estimates say the<a href="http://www.changinggears.info/2011/12/21/midwest-grows-at-slower-pace-than-slow-growing-united-states/"> state gained 38,625 residents</a> over the past 15 months.</p>

Chrysler showed the most significant improvement. Sales of its light vehicles rose 27 percent in October, year over year. Ford sales rose 6 percent overall and General Motors increased 1.7 percent, under expectations of a 5-to-7-percent increase. According to the <em>Detroit Free Press</em>, sales of the 2012 Ford Focus were largely unchanged over the year, but sales fell below the model’s chief competitor, the Chevrolet Cruze.</p>
<p><strong><img class="alignright size-thumbnail wp-image-4585" title="midwest memo 2.0" src="http://www.changinggears.info/wp-content/uploads/2011/04/midwest-memo-2.0-140x140.jpg" alt="" width="140" height="140" />2. Pittsburgh seeks incoming residents.</strong> Upon winning $100,000, reality-show contestant Matt Kennedy Gould once dissed Disney World and proudly declared, “I’m going to Pittsburgh!” He’ll have some company. A promotional arm of the city is offering a $100,000 prize in a <a href="http://www.brokelyn.com/would-you-move-to-pittsburgh-for-100k/">contest that aims to woo potential Pittsburgh residents</a>. Officials seek what they call “experienced dreamers,” a euphemism for people 45 and older who are seeking a fresh start in a new city to “realize their dreams.” In New York City, the contest has some appeal. The blog <em>Brokelyn</em> notes, Pittsburgh boasts an unemployment rate below the national average and “the beer is really cheap.”</p>
<p><strong>3. Toyota will export Siena.</strong> For the first time, Toyota will begin exporting the Siena from its U.S. assembly plant in Princeton, Ind. Shipments to South Korea are scheduled to begin in November. “We hope to continue boosting exports from our North American operations,” said Yoshimi Inaba, president of Toyota’s North American operations.<a href="http://pressroom.toyota.com/releases/toyota+announces+plans+export+us+built+sienna+south+korea.htm?view_id=30039"> In a written release</a>, the company said it has exported several models of U.S.-made vehicles since 1988, and that overall, those exports increased 30 percent in 2010 to approximately 100,000 units. Sienna exports to South Korea are forecast at 600 annual units.</p>

<p>I pulled over in a parking lot, grabbed my microphone and digital recoder, and headed straight for tailgating Steelers fans.</p>
<p>“Mind if I grab you for a second?” I asked a fan.</p>
<p>I was asking for it. I had come to Pittsburgh straight from Cleveland. The cities share steel, snow, and mutual hatred on the football field.</p>
<p>Even worse, they just happened to be playing the Clevleand Browns that day.</p>
<p>A man yells: “Cleveland sucks!”</p>
<p>OK, heckler man. But what’s so great about Pittsburgh?</p>
<p>This is what I heard from a sampling of tailgaters: “Everybody loves Pittsburgh. Even people who leave Pittsburgh love Pittsburgh like this guy here. It’s Pittsburgh; we know how to survive. All of our jobs are on the rise. Yes, Pittsburgh’s economy is booming.”</p>
<p>It’s like these people work for the chamber of commerce.</p>
<p>More people chimed in. “Pittsburgh is probably one of the most livable cities around. Meds and Eds. That’s the new manufacturing: medicine and education. We were very industrial and then they figured out we have to do something else. What are you laughing about? I’ve only lived here for a year. You should be knowing this stuff.”</p>
<p>They should know this stuff. This is a whole new Pittsburgh.</p>

<p>Unemployment is 7.4 percent: nearly two percent lower than the national average. And, recent census data shocked this city.</p>
<p>For the first time in decades, the population actually went up. Just a little, but it’s a sign the city has officially come out of its steel depression.</p>
<p>“I never have ever badmouthed US Steel,” said former steelworker Colin Meneely. “They paid me for every minute I worked.”</p>
<p>It’s not hard to find a former steelworker in Pittsburgh. I found him working in an office downtown.</p>

<p>Before it all collapsed in the early 80s, MeNeely spent many minutes working in the industry.</p>
<p>“I did,” he said. “I worked in US Steel’s Clariton Works as a tar plant foreman.”</p>
<p>It was good pay, good benefits, and you didn’t need a college education. But it was messy work.</p>
<p>“There’s always the danger of explosion or fire,” Meneely remembered. “It was a bad place to work. You didn’t leave your papers on your desk because they’d be dirty by the end of your shift.”</p>
<p>Steve Lee remembers those days too.</p>
<p>“When I first came to Pittsburgh to interview at Carnegie Mellon, I said this is the ugliest place I’ve ever seen in my life.”</p>
<p>It was 1971 and he went to Carnegie Mellon anyway.</p>
<p>“I’d come to school at the end of summer vacation and for two weeks, my eyes would run,” Lee said. “I’d have a sore throat just from all the junk in the air.”</p>
<p>Lee studied architecture. That meant he spent a lot of time working late into the night&#8230;and sometimes into the mornings. And, as dawn approached, he’d look out his window, and see a magnificent sight.</p>
<p>“The sky was just throbbing and red as the open hearth furnaces were being stoked.” Lee said it made him realize Pittsburgh is an amazing place.</p>
<p>“But I was very young,” he said. “I didn’t realize we were at a moment of huge transformation.”</p>
<p>That huge transformation was about to hit Colin MeNeely, the steelworker. The facility where he worked was shut down.</p>
<p>“I think it was 1982 and this area was just horrible at that time for employment,” he said.</p>
<p>Sabina Deitrick is the keeper of startling statistics. She’s with the University of Pittsburgh.</p>
<p>&#8220;This region lost 150,000 manufacturing jobs in roughly little better than half a decade: the early to mid 80s. And about 67,000 of them in steel alone,&#8221; she said.</p>
<p>This was not some long, protracted decline like the auto industry or manufacturing. Virtually overnight, 150,000 jobs were wiped out. News reports at the time covered the plight of steelworkers who drank more and felt aimless.</p>
<p>“It’s the magnitude and the speed at which those closings occurred that had just an incredibly strong effect on the deindustrialization of the Pittsburgh region,” Deitrick said.</p>
<p>There was no time for denial. The world had changed. Globalization, deregulation, choose your villain. Steel was over. And, the future was uncertain.</p>
<p>I asked Steve Lee to take me on a driving tour of the new Pittsburgh.</p>
<p>He now runs that architecture department where he was once a student.</p>
<p>Pittsburgh’s hills are San Francisco  steep. We’re heading down toward the city’s three rivers to the Pittsburgh Technology Center.</p>
<p>With steel a fraction of its former self, the air and water are pristine now. And, after a couple downtrodden decades, many steel mill sites have new uses.</p>
<p>One is home to biomedical research and students learning to be the next video game designers.</p>
<p>I asked him what it would have looked like here fifty years ago.</p>
<p>“Well, you certainly wouldn’t have seen the river and the bike path that’s running all the way along there&#8211;all the way to downtown,” Lee said. “This would have been huge shed buildings with massive rolling mills inside that were just creating just unbelievable sound.”</p>
<p>Across one of Pittsburgh’s three rivers is another former mill. It’s now home to condos and upscale retail.</p>
<p>Lee says it’s the former Jones and Laughlin site.</p>
<p>Look toward downtown and you’ll see the city’s tallest building. At the top are the initials for the University of Pittsburgh Medical Center.</p>
<p>“For anyone from Pittsburgh, it’s not the UPMC building, it’s the US Steel tower, and it will remain that to everyone’s death,” Lee said. “But obviously, it’s a huge icon of the shift from basic industry to service industries in the region.”</p>
<p>Today, the hospitals are the biggest employer. There are 1600 technology companies. Google has added more than 150 employees there.</p>
<p>A generation ago, 40% of the economy was heavy industry. Today, no one thing dominates.</p>
<p>And, in those nearly 30 years since he was shown the door at US Steel, Colin Meneely has reinvented himself too. After clerking in the Port Authority’s law department, he realized he needed some education to get ahead.</p>
<p>“Graduated from the University of Pittsburgh at age 44 and went straight to law school,” Meneely said.</p>
<p>Before long, he was senior council at the region’s transit agency and much like the city itself, doesn’t spend a whole lot of time thinking about his days in the steel industry.</p>

When I first got to Pittsburgh, I did something foolish.

I pulled over in a parking lot, grabbed my microphone and digital recoder, and headed straight for tailgating Steelers fans.

“Mind if I grab you for a second?” I asked a fan.

I was asking for it. I had come to Pittsburgh straight from Cleveland. The cities share steel, snow, and mutual hatred on the football field.

Even worse, they just happened to be playing the Clevleand Browns that day.

A man yells: “Cleveland sucks!”

OK, heckler man. But what’s so great about Pittsburgh?

This is what I heard from a sampling of tailgaters: “Everybody loves Pittsburgh. Even people who leave Pittsburgh love Pittsburgh like this guy here. It’s Pittsburgh; we know how to survive. All of our jobs are on the rise. Yes, Pittsburgh’s economy is booming.”

It’s like these people work for the chamber of commerce.

More people chimed in. “Pittsburgh is probably one of the most livable cities around. Meds and Eds. That’s the new manufacturing: medicine and education. We were very industrial and then they figured out we have to do something else. What are you laughing about? I’ve only lived here for a year. You should be knowing this stuff.”

They should know this stuff. This is a whole new Pittsburgh.

Unemployment is 7.4 percent: nearly two percent lower than the national average. And, recent census data shocked this city.

For the first time in decades, the population actually went up. Just a little, but it’s a sign the city has officially come out of its steel depression.

“I never have ever badmouthed US Steel,” said former steelworker Colin Meneely. “They paid me for every minute I worked.”

It’s not hard to find a former steelworker in Pittsburgh. I found him working in an office downtown.
